Character limits rarely count characters
A platform advertising a 280-character limit is usually not counting what you would call characters. Some count UTF-16 code units, which makes an emoji cost two. Some count grapheme clusters, so a family emoji built from five code points costs one. Some count bytes, where an accented Latin character costs two and a CJK character three.
In practice: for plain English text every method agrees, and for anything with emoji, accents or non-Latin scripts they diverge sharply. If you are close to a limit and the text is not plain ASCII, leave margin rather than trusting any single count.
Word counting has its own ambiguity. Hyphenated compounds, contractions and numbers with separators get treated differently by different tools, so two honest counters can disagree by a few percent on the same paragraph.
