Your browser already has a capable image pipeline built in, which is what these tools use. The file is read from disk, worked on in memory and handed back — it never travels.

Choose the format by what the image contains
JPEG assumes photographic content — smooth gradients, no hard edges — and discards detail your eye is unlikely to miss. On a photo that is close to free. On a screenshot, a logo or anything with text, it produces the grey fringing around edges that makes an image look cheap.
PNG is lossless and keeps edges crisp, which makes it right for screenshots, diagrams, logos and anything with transparency, and wasteful for photographs, where it can be several times a JPEG's size for no visible gain.
WebP does both jobs and lands roughly 25–35% smaller than either, with support in every current browser. It is the sensible default for the web. Keep JPEG or PNG when a file has to open in older software, or when someone will edit it in a tool that does not read WebP.
One rule regardless of format: never enlarge. Scaling up invents pixels that were never captured, and the result always looks soft. Start from the largest original you have.
